Abstract

The purpose of this thesis is to determine the degree of commitment which the document titled: Ministry of Education of the Republic of Tajikistan National Strategy for Education Development (NSED) of the Republic of Tajikistan (RT); 2006-2015 Dushanbe, August, 2005 demonstrates towards achieving Millennium Development Goals (MDGs), specifically MDG #2: to achieve universal primary education and MDG #3 : to promote gender equality. This document analysis should reveal if the government of Tajikistan is to meet the 2015 MDGs. Tajikistan survived a civil war. It is showing signs of economic growth despite abject poverty. There is a need to closely examine the policy of the Republic of Tajikistan (RT) regarding the achievement of MDGs in educaiton and its implementation of these policies to assess if RT can reverse the decreases in access and gender equity. This study should make a small contribution to the body of literature concerning Tajikistan.
