Description

In this report Shand documents the processes and problems of the National Inquiry into Arts and Education. She begins with a short history of the CCA Inquiry and the Task Force it generated in 1975 under the leadership of Richard Courtney. The Task Force sought to report on the current states of arts and education in Canada, make recommendations for change, and pressure governments and decision makers for improvements in arts education. Shand describes the procedures used and delegation of responsibility in the Task Force hierarchy. Shand was an active participant, representing the CMEA as the Music Section head, and she reports candidly on the problems that led to the breakdown of procedure which meant that the desired national report was never generated. A lack of time, money, systematic research procedures, in addition to communication problems, crippled the project. Nonetheless, Shand reminds readers that the smaller-scale reports generated at different levels of the hierarchy are a valuable beginning, and the problems the Task Force faced can provide an important example for future endeavours in a similar vein. Indeed, the collaboration and communication that was fruitful is an encouraging model for voluntary associations like CMEA that face many similar problems of time and money.
