In 2023, The Canadian Association of Research Libraries (CARL), the Ontario Council of University Libraries (OCUL), and University of Toronto Libraries announced the signing of an MOU outlining the intent to develop a National Institutional Repository Service (Scholaris) to be hosted by Scholars Portal.

Scholaris is an opt-in shared repository service that provides hosted infrastructure and support for Canadian institutional repositories. The service is hosted and managed by Scholars Portal, and developed by the Canadian Association of Research Libraries (CARL), the Ontario Council of University Libraries (OCUL), University of Toronto Libraries (UTL), regional consortia, expert groups and members of the Canadian institutional repository community.

This community hosts reports and outputs authored by various expert groups, working groups, and community participants related to Scholaris.
